(b) The name of any candidate for a political party nomination for president of the United States shall be printed on the ballots only if such candidate has filed the appropriate registration information with the federal election commission to become a candidate for president of the United States and one of the following is filed with the secretary of state not later than 12* noon on the date that is 60 days prior to the date of the presidential preference primary or, if such date falls on Saturday, Sunday or a holiday, not later than 12* noon the following day that is not a Saturday, Sunday or holiday:

The secretary of state shall determine the sufficiency of each such petition, and such determination shall be final.

(c) All fees received by the secretary of state pursuant to this section shall be remitted to the state treasurer in accordance with the provisions of K.S.A. 75-4215, and amendments thereto. Upon receipt of each such remittance, the state treasurer shall deposit the entire amount in the state treasury to the credit of the state general fund.
