CASE ANNOTATIONS
1. Students and parents of students established an injury-in-fact, as required for article III standing to bring an action to challenge constitutionality of Kansas school district finance and quality performance act. Petrella v. Brownback, 697 F.3d 1285 (10 th Cir. 2012).
2. The strict scrutiny test does not apply to cases that do not involve the abridgement of a fundamental right. Petrella v. Brownback, 980 F. Supp. 2d 1293 (2013).
3. Local option budget (LOB) cap was not facially unconstitutional under the 1 st amendment. Petrella v. Brownback, 787 F.3d 1242, 1259 (10 th Cir. 2015).
